Shutter Speed and ISO

This photograph was taken with an f-stop of 29.0, a shutter speed of 1/5, and an ISO 110. This is an effective photo because I was able to focus on her being still, and the people in action blurred. I took another photo with the same meta data, but with a shutter speed of 1/30 and there wasn't as much blur of action in the photo. If I used a higher ISO in the photographs I took, I think the photograph would've came out much better.
